WordPress core is stable and heavily tested. Nearly all the trouble comes from what’s been added to it: plugins of wildly varying quality, a theme somebody edited directly, and years of updates applied unevenly.
Updates are risky. Not updating is riskier
Every update might break something. Not updating guarantees you accumulate known vulnerabilities, because plugin security problems get published publicly.

Maybe, but the number matters less than the quality. Twenty well-maintained plugins can be healthier than eight abandoned ones.
